THE CARIBBEAN LOGISTICS
NETWORK
CEIBA Limited has operated the
Electronic Data Interchange (EDI)
platform at the Port of Jarry since 2003.
The network operates with the Ademar
Proti Plus (AP+) system which allows all
the stakeholders in the local maritime
transport chain to interface.
AP+ which stands for Acceleration of
Maritime Trade was developed by
SOGET Ltd from Le Havre, France. The
EDI platform was an initiative of the Port
Community of Guadeloupe. The project
originated from a study conducted by the
Maritime and Port Union of Guadeloupe
(UMEP).
The study highlighted the need to
effectively link all the stakeholders in
order to facilitate the smooth interaction
and data transfer for operational
procedures, protocols and logistics
within the port community. The Port
Authority of Guadeloupe, the Association
of Forwarding Agents (SCDTG), the
Association of Maritimes agents and
maritime companies (AACN) and the
carriers were included in the project.
The aim of the project is to promote port
productivity while enhancing security,
safety and ‘trace-ability’ of trade. The
community platform affords all players of
the maritime transportation
accountability for all cargoes.
Containerized and conventional goods,
or vehicles, are processed and handled
in a secured manner through the trace-
ability of all commercial, customs and
logistics operations.
All the professions and services
concerned in the maritime chain are
involved, including: agents and maritime
companies, brokers, the port authority,
Customs, warehousing agents, importers
and exporters, forwarding agents and
shipping lines / haulers.
Today 99% of all imports and 98% of all
exports are managed through the
system. The French Customs
department has published an official
statement making it mandatory for all
importation and exportation of goods to
be handled through the system.
The computerized platform of maritime,
port and Customs data interchange that
was implemented in Guadeloupe is
placing the port of Jarry at the same
level of safety and trace-ability as ports
such as Le Havre, Marseille, Nantes St
Nazaire and Rouen, the only French
Ports to benefit from such a system.
CEIBA Ltd. has successfully conducted
the implementation of the platform at the
port of Jarry and has acquired real
competencies in the leadership and
change management through this
project. The stakeholders of the port of
Jarry have been able to promote the
maritime transport chain with greater
transparency, thanks to AP+ virtual
platform.
This project won the Distribution,
Logistics and Transports Award in 2006
(LMI).

On the strength of the success in
Guadeloupe CEIBA has launched the
Project Alliances for CLOVIS, the
Caribbean Laboratory for Open and
Value-added Information System, to link
the Caribbean together. This project has
been endorsed by INTERREG III B
(European funds managed by the
Regional Council of Guadeloupe
Caribbean).
The concept of CLOVIS consists of the
same type of platforms for the Caribbean
in order to facilitate and to secure the
exchanges while providing the region
with highly competitive port hub.
To allow the realization of the project,
CEIBA had implemented steering
committees in four partner islands:
Guadeloupe, Dominica, Martinique and
St. Lucia. CEIBA will now expand the
project to include others port of the
Caribbean, such as Barbados, Haiti,
Jamaica, Trinidad and Tobago.
CEIBA is managed by Mrs. Michèle
MONTANTIN a powerful, visionary
leader. She heads a group composed of
12 members, who work together as a
strong team.
The CLOVIS project is lead by Sabine
DORRIFOURT as the CLOVIS Project
Manager.
The BECCA Project
(Electronic Caribbean Maritime Trade
System)
The BECCA project proposes that there
is regional trade development potential
through the implementation of the NTIC
(New Technologies of information and
Communication) which are available.
The BECCA tool can be utilized to
realize this objective.
The BECCA is a freight data system
network, adapted to Short Sea Shipping
in the French Territories. (These include
Guadeloupe, French Guyana,
Martinique, Saint Barth and Saint
Maarten), as well as in the other
territories or islands of the Caribbean
basin.
For all potentially interested
stakeholders, this computerized tool will
give access, in real time, to the supply
and demand of the inter-islands’
maritime shipping in the Caribbean Sea.
BECCA will offer a data bank and a
search engine able to immediately
provide all requested information on
vessel availability and capacity, and
services offered.
Each stakeholder interested in this
project will be able to overcome the
transport challenges of the region
through the application of the BECCA
solution, which would provide them with
information related to shipping services
which are available.
The duration of the BECCA study will be
for 24 months. At the end of this period
the objective is to launch the project with
pilot stakeholders.
The BECCA Prospective
Stakeholders
The necessary technological and human
resources are currently available in
Guadeloupe but they also have to be
developed in Barbados, British and U.S.
Virgin Islands, Colombia, Dominica,
Dominican Republic, French Guyana,
Guyana, Haiti, Jamaica, Martinique,
Panama, Nevis, Saint Kitts, Saint Lucia,
Saint Vincent and the Grenadines
Suriname, Trinidad and Tobago as well
as Venezuela. Thus, importing and
exporting agents, maritime agencies and
Short Sea Shipping lines, sanitary and
phytosanitary services, Customs
management agencies, consolidators,
producers, imports, exports agencies
etc. will be included in this network.
