11th Annual General Meeting:

The eleventh Annual General Meeting of the Council was conducted 19-20th
June 2008 at the Jolly Beach Resort, Antigua.

The participation of delegates was instrumental in the facilitation of a very
productive meeting which included, in addition to discussion of pertinent
issues, the official signing of Memoranda of Understanding between P.M.A.C.
and the InterAmerican Committee on Ports (C.I.P.) of the Organisation of
American States, as well as the Jamaica-based Caribbean Maritime Institute.

Specifically, the C.I.P. Memorandum of Understanding will strengthen
initiatives for technical cooperation for the promotion and unification of port
development within member states, while in the case of the Caribbean
Maritime Institute, it is designed to ensure the efficient and effective provision
of quality training for port personnel within the region.

I am to report that there was a total of thirty-one delegates present  with ten of
the twelve member ports represented. The absence of the Dominica Air and
Sea Ports Authority and the Sint Maarten Ports Authority N.V. was regrettable.
However, the Association was pleased to welcome one new full member, and
three Associate Members to its fold.

The Anguilla Port Authority, having observed the tenth Annual General Meeting
applied and was accepted as a full member, while the
Caribbean Maritime
Institute, Dutch Caribbean Training Center and Klein Systems Group Ltd. join
Novaport International Consultants Ltd. as Associate Members. The Executive
and fellow members anticipate their active participation in the achievement of
mutually beneficial objectives.

It was indeed a pleasure to have had the Caribbean Shipping Association in
attendance, and the Executive looks forward to receipt of its application,
pursuant to a request for Associate Membership.

During the course of the Meeting, two committees were formed as follows:

The P.M.A.C Website Committee consists of:
•        Mr. Colin Bengall (Klein Systems Group Ltd.)
•        Mr. Hugh Mack (Antigua and Barbuda Port Authority)
•        Ms. Keisha Walker (
Caribbean Maritime Institute)
•        Mr. Bernard Babb (P.M.A.C.), Public Relations Officer

The Committee will be responsible for the revision and maintenance of the
current website to efficiently and effectively disseminate information in
accordance with the Association’s objectives.

The P.M.A.C. Port Award Committee consists of:
•        Mr. Rosevelt Trotman (St. Christopher Air and Sea Ports Authority)
•        Mr. Hugh Mack (Antigua and Barbuda Port Authority)
•        Mr. Adrian Hilaire (St. Lucia Air and Sea Ports Authority)

The Committee will research and propose criteria for an award which in
members’ view, acknowledges the best overall port performance, present the
recommended criteria for ratification by members, and select the recipient of
the P.M.A.C. Port Award based upon the criteria determined.

The activities of both committees will be coordinated by the Secretariat.

The audited Financial Statement was adopted as presented. However, the
Budget was conditionally accepted according to the financial commitment of
members.

The Technical Session afforded delegates the opportunity to view two
impressive port management information systems, which were professionally
presented by Mrs. Grace Michel, Director of Information Systems, St. Lucia
Air and Sea Ports Authority and Mr. Paul Parkinson, Consultant, Ideal
Business Services Ltd., representing the UNITRACK Network; and Mr.
Charles Paterson, Vice President Marketing and Sales and Mr. Colin Bengall,
Sales Director,
Klein Systems Group Ltd., representing the KleinPort system.

In addition, interesting information regarding CLOVIS was effectively
articulated by Ms. Catherine Chicate-Moibert, Project Manager, Cabotage,
CEIBA7 and Mr. Thierry Olivier, Caribbean Business Developer, SOGET.

The twelfth Annual General Meeting of the Port Management Association of
the Caribbean will be held in Tortola, British Virgin Islands during June 17th –
19th, 2009.

The Novaport Cup was awarded to the St. Christopher Air and Sea Ports
Authority for the most improved port performance. During the Award Dinner a
minute of silence was observed in recognition of the passing of Mr. Michael
Fedee, former Deputy General Manager (Corporate Affairs), of the St. Lucia
Air and Sea Ports Authority.

The Secretariat expresses sincere appreciation on behalf of the Council, to
the Board of Directors, management, and staff of the Antigua and Barbuda
Port Authority for graciously hosting the Annual General Meeting.

In conclusion, thank you to the delegates who by their conduct and
contributions ensured the Meeting maintained its designated theme “Making a
Qualitative Difference for Regional Ports - Promoting A Culture of Excellence”.
