12th Annual General Meeting:

The twelfth Annual General Meeting of the Council was conducted during June
18-19th, 2009 at the Marias By The Sea Hotel, Tortola, British Virgin Islands.

There was a total of twenty-three delegates present representing nine of the
twelve member ports and seven Associate Member organizations.
Unfortunately, St. Lucia Air and Sea Ports Authority was unable to attend due
to other commitments, and the absence of the Dominica Air and Sea Ports
Authority, and the Sint Maarten Ports Authority N.V. was once again
regrettable. However, the Association was pleased to welcome the
Caribbean Shipping Association, Tropical Shipping and Bridgetown Cruise
Terminals Ltd. as Associate Members.

In addition, CEIBA was again represented as an observer as well as Port of
Belize Ltd. and Phoenix Management Services (Barbados). The delegates of
these organizations contributed significantly to the quality of discussion
according to their diverse and unique perspectives.

The Meeting’s agenda was amended to facilitate separate deliberations of
Full Members and Associate Members during the morning session of the first
day. The post lunch session re-convened with a report by the Chairman of the
Associate Members group regarding their deliberations, before resuming with
the original agenda.

It was agreed that this format would be the status quo of future Annual General
Meetings.

The discussions held were very informative and productive, and pertinent
issues addressed included:

Website
It was agreed that a facility will be created on the website whereby supporting
documentation such as reports, statistics etc. that could be accessed via
password by Members. Documentation will be posted as PDF versions to
prevent amendment.

Members were once again encouraged to utilize the website and submit
information for their individual profiles as well as news, articles, statistics, and
any other information of interest.

Financial Statement and Budget
The audited Financial Statement and the Budget were adopted as presented.

Strategic Plan
The Executive Committee will continue to be guided by the existing Strategic
Plan until submission by Members of the latest strategic planning
questionnaire  to inform a new plan, is complete.

P.M.A.C Port Award Criteria
A “Selection and Calculation of Port Performance Indicators” report was
submitted by the P.M.A.C. Port Award Committee. The Committee was
required to research and present criteria for an award which would by
members’ consensus, acknowledge the best overall port performance, for
ratification by the Council.

Each Member was presented with a copy of the report to be reviewed, and it
is expected that feedback would be provided to the Committee via the
Secretariat, regarding the utility of the criteria in determining best overall port
performance.

It is intended that the P.M.A.C. Port Award will provide incentive to increased
efficiency, and a sound foundation for the establishment of a shared statistical
database to the benefit of Members.

CEIBA Project Update
Ms. Catherine Chicate-Moibert, Short Sea Shipping Project
Manager/Consultant, CEIBA informed delegates of the ECMAT Project
(Electronic Caribbean Maritime Trade System).

The ECMAT is a freight data system network, adapted to Short Sea Shipping
in the French Territories as well as other territories of the Caribbean basin.
This computerized tool will give access, in real time, to the supply and
demand of the inter-islands’ maritime shipping in the Caribbean Sea, via a
data bank and a search engine able to immediately provide all requested
information on vessel availability and capacity, and shipping services offered.

An ECMAT study will be conducted for twenty four months after which the
objective is to launch the project with pilot stakeholders. Each stakeholder will
be able to overcome the transport challenges of the region through the
application of the ECMAT solution, which would provide information related to
shipping services which are available.

Currently, the necessary technological and human resources are available in
Guadeloupe but must be developed in Barbados, Colombia,  Dominica,
French Guyana, Guyana, Haiti, Jamaica, British and American Virgin Islands,  
Martinique, Panama, Santo Domingo,  St. Kitts and Nevis, St. Lucia, St.
Vincent and the Grenadines, Suriname, Trinidad and Tobago and Venezuela.
Thus, importing and exporting agents, maritime agencies and Short Sea
Shipping lines, sanitary and phytosanitary services, customs management
agencies, consolidators, producers, imports, exports agencies etc. will be
included in this network.

It was agreed in principle that the proposed MOA - Coastal and Inter-island
Shipping in the Caribbean between P.M.A.C. and CEIBA be endorsed at a
later date.

Association of Sports and Cultural Clubs of Caribbean Port Authorities
Audience
Mr. Kirkley Maynard (President) and Mr. Alain Weekes (Treasurer)
representing the Association of Sports and Cultural Clubs of Caribbean Port
Authorities addressed the Council with a request to re-establish closer
relations between the ASCCCPA  and PMAC.

The representatives informed of the Association’s current membership (ten
members), activities and methods of funding and encouraged the
socialization of top level managers and ordinary workers via ASCCCPA, to
foster better human relations.  

The Council agreed in principle to support the A.S.C.C.C.P.A. where possible
regarding activities of mutual interest.

H1N1 Virus
Response of Caribbean Ports to this Global Pandemic Members discussed
the current situation within their individual territories  regarding the H1N1
Virus. However, it was concluded that PMAC was unable to implement formal
policies and procedures relevant to this potential health threat, as these would
be formulated by the Health Authorities in the respective Members’ countries.

Election of Executive Officers
The incumbent Executive Committee was unanimously returned to serve
another term.

Date and Venue of Next Annual General Meeting
The thirteenth Annual General Meeting of the Port Management Association of
the Caribbean will be held in Nova Scotia, Canada at a date to be
determined, subject to confirmation by Mr. John Jay. Alternatively, the meeting
will be hosted by the Montserrat Port Authority during June 16th – 18th, 2010.

Technical Session
Mr. Vincent Hippolyte, Management and Port Consultant, AMMCO Consulting
Inc. delivered a very informative presentation entitled “A Model for Port Tariff
Reviews and Development in the Caribbean”.  Based upon the extensive
research conducted, the information presented to delegates should prove to
be an invaluable resource.

Mr. Fritz Pinnock, Executive Director, Caribbean Maritime Institute provided
delegates with practical advice regarding the current economic challenges,
specifically focusing on how to position for the future. The presentation
“Caribbean Port Industry – Weathering the Storm of Recession” in addition to
being quite interesting, was also humorous at times.

Mr. Russell Jones, Chief Executive Officer, Ismart Home and Business and
Mr. Mike Critchley, Business Development Manager, Ultra Electronics both
provided interesting and practical information during the “Analytical Security
and Automation” presentation.

Mr. Jones informed on security cameras, tracking and monitoring devices
using state of the art computer operated security systems, while Mr. Critchley’
s presentation was based on coastal surveillance and vessel identification
(VIDS) Systems.

Novaport Cup Award
The Novaport Cup was awarded to the St. Lucia Marine Terminals Ltd. for the
most improved port performance.

The Secretariat expresses sincere appreciation on behalf of the Council, to
the Board of Directors, management, and staff of the British Virgin Islands
Ports Authority for their exceptional hospitality during the hosting of the Annual
General Meeting.

In conclusion, thank you to the delegates who by their conduct and
contributions ensured the Meeting was indeed a success.
